
A hi-low circuit uses two pumps: a big one for fast approach at low pressure and a small one for the working stroke at high pressure. The unloading valve is what makes it work — once pressure rises, it dumps the large pump straight back to tank so the motor only has to drive the small one.
The payoff is real. A press that would need a 15 kW motor on a single pump will often run on 5.5 kW as a hi-low, because full flow and full pressure never happen at the same time.

The Cetop versions include the manifold, so a directional valve bolts straight on top and the whole hi-low front end becomes one assembly.
