If you are mounting a retractable reel, the bracket is not optional structure - the whole spring load and the pull of the hose goes through it. Do not improvise one out of angle iron.
A swivel bracket lets the reel pivot to follow the operator instead of the hose dragging across the same corner of the frame every time. If you keep finding a worn stripe on one spot of the cover, that is the problem you are looking at. Mount into structure, not cladding - a full 20 metre reel with water in it is over 30 kg hanging off a lever arm, and sheet metal will not hold it. Use stainless fasteners even on a painted bracket; the bolts are what rust first and seize into the frame. If you are within a few kilometres of salt water, buy the 304 stainless bracket and be done with it.
