Stainless fasteners on a painted frame is the right way round - the bolts are what seize and rust first, and once they do the frame is scrap even if the steel is fine.
A caddy earns its keep when the reel cannot go on the machine - hire fleets, multi-storey work, or a cleaner who works out of a car. The quick connect on the swivel is the point of it: leave the caddy at the job and take the machine. Worth knowing before you buy - the HRC caddy has no room to fit a ball valve, so it is not a drain cleaning caddy no matter how it looks.
If jetting is the job, buy an A-frame. On the wheeled trolleys, keep the tyres up. Running them soft drags the frame corner on the ground and you will wear through the powder coat and into the steel in a season.
